How to solve computer endless loop on startup

I had two problems, one that the safe mode didnt work because of stuck at avg Antivirus .sys files while loading safe mode, so i had to delete all avg sys files from system32 using command prompt from windows 7 installation disk, and pressing shift+f10.

After the previous step was completed i did the next step:

2) Just enter to BIOS and change sata drive mode to IDE as you can see in the following images
